Why not close down all pubs and clubs?

If the powers that be want to close down the Kirk Hallam Social Club (by suspending its liquor licence), then why not close down every pub or nightclub in Erewash because there has been a fight. Or someone has been ‘caught’ selling alcohol to an underage ‘agent provocateur’ at a licensed establishment under their authority.

Naturally, if application of the rules for every licensee is to be consistent, then surely the only answer to the problem would be to apply a specific law to all places of entertainment because then, and only then, would alcohol-related crimes be eliminated from these shores (and in Erewash in particular).
