Hide AdEvidence heard Mr Wilson had stepped out into the road without looking when he was on his morning walk and he was hard of hearing.
PC James Carroll, who was driving the police vehicle, was not speeding, had his blue lights and siren on and braked.
Derrick Campbell, regional director, of Independent Office for Police Conduct, said: “After conducting a thorough investigation we found that the speed and manner of the officer’s driving in responding to an emergency call were consistent with local and national guidance, and his training.”
